Party Merge Error ORA-00001: unique constraint (ECX.ECX_TP_HEADERS_U1) violated (Doc ID 2854370.1)

On Release 12.2: Party Merge fails when the merge is for the addresses within the same customer/party.

The party number for the FROM and TO customer for the merge is the same number. The merge is being used to combine sites within the same customer.

The error is

ORA-00001: unique constraint (ECX.ECX_TP_HEADERS_U1) violated.
