We are getting error when inserting a new line on an existing sales order and also when inserting through API (oe_order_pub.process_order).

'Sales agreement is locked by another user. Please try later. Sales Agreement Number: XXXXXXXXXX'

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Using API & Orders Workbench, Order Organizer > Query the Sales Agreement Order Number > Add a new Line
3. Receive error
