Symptoms

Add Customer Form Function Is Disabled On The Right Click Pop-menu On Quick Sales Order Header Form When Signon As Custom User Responsibility.

We recently upgraded from 12.1.3 to 12.2.10.
The Add Customer Form Function (ONT_OEXOEINL) comes up as disabled on the Right Click Pop-up menu of the Quick Sales Order Form when accessed from newly created custom responsibilities.  

Verified that the menu is assigned to the custom responsibility has access/grants to the Add Customer Function. There are no menu exclusions. The Mid-tier was bounced and cleared cache, yet the issue remains.
Verified the Add Customer Form as a standalone from this new custom responsibility (which proves that responsibility has access to the Add Customer Form Function).

The issue can be reproduced at will with the following steps:
1) Create Custom OM User Responsibility:  Order Management Super User Responsibility was copied to create a custom User Responsibility - Custom OM User
2) Login to Order Management as the New User Responsibility -  Custom OM User
2) Navigate to Orders, Return > Quick Sales Orders
3) Open Quick Sales Orders Form and navigate to Customer Field on the Header and Right Click
4) Notice under the Customer menu - Add Customer is disabled
