The PRC: Process Mass submission performances for G-Invoicing program is always showing as Final indicator even when the Performance Indicator parameter is entered as Partial.

Steps to Reproduce
---------------------

1. Log in to a Projects responsibility
2. Navigate to Others > Requests > Run
3. Enter PRC: Process Mass submission performances for G-Invoicing
4. Select the Operating Unit and complete all needed option parameters
5. Use 'Partial' in the Performance Indicator parameter
6. Submit
7. Switch responsibility to a Projects Self-Service responsibility with the G-Invoicing dashboard
8. Navigate to an Order on the Requesting Agency
9. Review performance obligations indicator column will state Final.
