Symptoms
While running the Italy Sales VAT (Selfinvoice, EEC, VAT) Register, the invoices with non offset tax lines are displayed in the report.
The issue can be seen in the output of the Italy Sales VAT (Selfinvoice, EEC, VAT) Register report.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Italian AR localization responsibility
2. View > Requests > Submit a new request
3. Run 'Italy Sales VAT (Selfinvoice, EEC, VAT) Register' report
