Symptoms
When updating a Project with Task level budgeting the workflow approval is stuck waiting on inactive sessions after the workflow is approved.
Workflow is not completing until the inactive session that is blocking the user's approval is killed.
Once the inactive session is killed, the approval completes and the budget returns to working status.
Steps:

1. Project is created with budgetary controls enabled.
2. Enter budget and baseline budget.
3. Budget approval workflow is initiated.
