--ISSUE DESCRIPTION--
Updating the organization hierarchy on an ECO with status "Not Submitted for Approval" can be done in the Engineering Form form but not using the API ENG_ECO_PUB.
When using the API to update the hierarchy, the following error is returned on the API payload:

--ERROR--
You cannot change the hierarchy flag or organization hierarchy for ECO EXXXXX.

--STEPS TO REPRODUCE--
- Update the org hierarchy for an Open ECO form and see no error
- Perform the same process via API ENG_ECO_PUB and see the error
