WebADI Intermittent Error During Upload: The Zip File Could Not Be Created In %temp% (Doc ID 2855700.1)

Symptoms

While uploading Journal templates an intermittent Excel error is being created.

Microsoft Excel

The Zip file could not be created in %temp%.
You can create a %bnetemp% environment variable and set it to a valid folder with permissions set for the current user.

The bnetemp environment variable has been created and is being used, files are seen being created to this bnetemp folder even when
the error is generated.

STEPS
--------
1) Using Oracle General Ledger Responsibility.
2) Navigate to Journals -> Launch Journal Wizard
3) Select layout, viewer and create the Journal template.
4) Populate journal data as needed.
5) Select Oracle -> Upload from the Excel menu and submit the upload.
6) The error is then generated in Excel after 20-30 seconds of processing:

The solution from the following note has been applied and issue remains:
WebADI Upload Error: The Zip File Could Not Be Created In %temp%. You Can Create A %bnetemp% Environment Variable (Doc ID 2829202.1)

Due to this issue the upload is not successful causing more work to get the data to upload with multiple attempts.


Changes

 Migration to R12.2.XX version of EBS from 12.1.3.
