'Mass Edit Material Costs' Err APP-FND-01564: ORA-1722 In FDFGVD after 19c Upgrade (Doc ID 2856961.1)

On : 12.2.8 version, Cost Maintenance

After change from 12c to 19c, seeded program 'Mass Edit Material Costs' error at parameter prompt

ERROR
-----------------------
First pop up error at parameter prompt:
"APP-FND-01564: ORACLE error 1722 in FDFGVD

Cause: FDFGVD failed due to ORA-01722: invalid number.

The SQL statement being executed at the time of the error was: SELECT COST_TYPE_ID,COST_TYPE VALUE, DESCRIPTION DESCRIPTION, NVL('N', 'N'), NVL(TO_NUMBER(NULL), -1), NULL, NVL('Y', 'Y'), NVL(TO_CHAR(TO_DATE(NULL), 'J'), 0), NVL(TO_CHAR(TO_DATE(NULL), 'J'), 0) FROM CST_COST_TYPES WHERE ( NVL(ORGANIZATION_ID,:b1) = :b2 AND NVL(DISABLE_DATE,SYSDATE + 1) > SYSDATE AND FROZEN_STANDARD_FLAG <> 1 ) AND COST_TYPE_ID = :X and was executed from the file &ERRFILE."

"APP-FND-00730: This flexfield has an invalid value set. It may use a special value set that uses an Edit event user exit, and the user exit has failed. If you are using a form on a graphical user interface (GUI) you may have an invalid value set of a different type, possibly a table-validated value set where the table or view does not exist or where there is an invalid WHERE clause.

Contact your system administrator or support representative to check and correct the value sets this flexfield uses."
