EBS Application version is shown incorrectly as 12.2.9 after upgrading to 12.2.10 or higher

Symptoms
Upgrading from EBS 12.1.3 to 12.2.0 and applied the latest RUP patch.
After applying the 12.2.10 RUP patch or higher, the application version showing as 12.2.9
SQL> select release_name from fnd_product_groups;
RELEASE_NAME
--------------------------------------------------
12.2.9
STEPS:
1. Apply RUP patch merged with any other pre-req patch
Taking example of 12.2.10 RUP:
$ adop phase=apply apply_mode=downtime patches=30399999,33207251
2. Query using "SQL> select release_name from fnd_product_groups;" which returns the version as 12.2.9
