Observed that new Grade Rates revised in Grade Ladder are not being reflected on Salary Page

EXPECTED BEHAVIOR

Expected that Grade Rates revised in Grade Ladder should be reflected on Salary Page

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to HRMS Manager Responsibility

2. Navigate to Work Structure --> Grade --> Grade Rate

3. Query the Scale Name

4. Change the new rate with new effective from

5. Save the record

6. Now go to Assignment form

7. Change the Grade Step Point with new effective date as defined in the Scale Rate

8. Now come back to Assignment form and click on the Salary button

9. In the launched Salary Page the system is showing the Old Rate for the Grade steps point.
