The Service Contracts Authoring Form is Slow Using the Party Role and Party Name Fields

Symptoms
The customer is having significant performance issues when adding the Party Role and Party Name values as well as when saving these values and navigating to the Summary > Parties tab. These actions should happen in a matter of seconds, not minutes.
Steps
1. Using a Service Contracts responsibility, open a contract in Entered status.
2. Select the Party Role LOV and select a value.
3. Tab to the Party Name field (this took over 3 minutes).
4. Open the Party Name LOV (this took over 3 minutes to populate).
5. Save the contract (this took over 2 minutes).
6, Navigate to the Lines tab.
7. Navigate to the Summary > Parties tab (this took over 2 minutes).
Changes
The issue started after applying patch 33309718:R12.OKS.C "SERVICE CONTRACT PARTY ROLE LOV NOT GETTING CORRECT DATA".
