Symptoms

When closing discrete jobs using 'Close Discrete Jobs' program, it takes long time.
The Bug 26792074 (Doc ID 2424274.1) handles very similar performance issue but the patch did not fix this performance issue.

Steps to Reproduce

1. Navigate to Work in Process responsibility: Discrete> Close Discrete Jobs> Close Discrete Jobs(SRS)
2. Enter proper parameters and submit the concurrent
3. It takes a lot of time to complete the concurrent
