Symptoms
Using Contract Lifecycle Management application, while updating an Award, and attempting to certify ORCA Details, an error is received.
ERROR

Row 1 Error - DUNS Number must be 9 or 13 characters
STEPS
-------------------
1. Login to the E-Business Suite and choose the CLM Module.
2. Navigate to Buyer Work Center -> Awards and query an Award
3. In Update mode, click on Actions list and choose View ORCA Details - click Go
4. Click on Extract ORCA Information button
5. Select the line displayed, and click on Get Certification Details button
6. Error is displayed
