Symptoms
When submitting timecards with large number of projects and having the same manager, the OTL Workflows for Employees (HXCEMP) encounteres the following error in the workflow form:
STEPS

The issue can be reproduced at will with the following steps:
1. Using Workflow Administrator Web Application responsibility
2. Navigate to Administrator Workflow > Status Monitor
3. Check for Workflow Type "OTL Workflows for Employees"
4. Employee workflow HXCEMP is in error.
Changes
Customer applied Patch 32836146:R12.HXT.C 1OFF:32717486:3146: COMMIT HAPPENED IN ACT WF NOTIFICTNS NOT TRIGERD but it did not resolve issue.
