Unable to create a new recovery rate because the recovery type drop does not show any value.

Steps:
Using Tax Managers Responsibility, go to Tax Configuration > Tax Recovery Rates
Then, populate the following fields:
-Tax Regime Code
-Configuration Owner
-Tax
-Tax Recovery Rate Code

Then try to select a Recovery Type from the list of values.
The list is empty.
