PERSON_PARTY_ID Not Populated Iin FND_USER Table After User Created Via User Management (Doc ID 2859982.1)

Symptoms

After upgrading to 12.2.9 and LSH 3.1, when the user is created using the System Administrator responsibility, the below steps.

1. Log into LSH as the system administrator.
2. Select User Management from the Navigator drop-down or from the Home page, then click Users. The Oracle User Management User Maintenance screen appears.
3. In the Register drop-down, select External Organization Contact and click Go.
4. Enter values in the following fields:
- Email
- Name Fields
- Organization
- Phone Number
- Account Information--Password
5. Click Submit. The Confirmation screen appears.
6. Click OK. The system creates the user and returns to the User Management screen.

By creating the user executing these steps, the person_party_id field should be populated in fnd_user table, but it isn't
