After Patch 33580055 R12.PO.D, Requisitions Remain In Incomplete Status (Doc ID 2860507.1)

ACTUAL BEHAVIOR
---------------
After applying <patch 33580055> R12.PO.D , new issue is reported :

If a requisition has the status incomplete and the requestor wants to complete and wants to submit the requisition nothing happens

EXPECTED BEHAVIOR
-----------------------
Requisitions to be submitted it ok for approval

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Current period for purchasing must be closed (dec-2021).
2. Copy a requisition that has a GL-date in a period that is already closed. From a old period.
3. Submit the requisition.
4. Requisition stays incomplete. Workflow is created and status complete with the message that the GL-date is not open
5. Open the current period.
6. Complete the requisition and submit the requisition.
7. Requisition stays incomplete.

There should be a extra check if the wf-item in the column wf_item_key is still active.
