In 12.2.x - Purchase Order Approval Workflow Gets Deferred at WAITFORCONCURRENTPROGRAM Workflow Activity Unexpectedly (Doc ID 2860508.1)

On 12.2.x version of EBS, see that the PO Approval Workflow (internal name is POAPPRV) goes to Deferred status at the WAITFORCONCURRENTPROGRAM activity

While viewing the Activity in Status Monitor it will appears like this :

Once the Workflow Background Process completes (typically these are scheduled to run periodically with Deferred = Yes) the workflow then completes normally.   The issue at hand is why is the Workflow now getting Deferred at this Activity when it was not occuring in earlier EBS versions?

Also of note this occurs if PO: Workflow Processing Mode = Online

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Navigate to Purchasing responsibility
2. Navigate to PO Creation page via Purchase Orders > Purchase Orders  (or view Buyer Work Center via Orders page)
3. Create and Submit Purchase Order for Approval
4. Observed workflow activity EMAIL_DOC_PROCESS / WAITFORCONCURRENTPROGRAM at DEFERRED

This will also on Purchase Orders created via the AutoCreate form or via the PO Create Documents Workflow
