Symptoms
When attempting to import transactions from WEBADI,
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Project responsibility.
2. Launch WEBADI Document
3. Enter expenditures with dates in format DD/MM/YYYY
2. Click on Oracle > Upload
