Symptoms
In EBS Attachment form for web page data type attachment, when open document option is selected the document failed to open and below exception is reported in Attachment form
STEPS

The issue can be reproduced at will with the following steps:
1.Connect to EBS application
2.Navigate to System Administrator -- Security -- Responsibility -- Define
3.Query any responsibility
4.Open attachment form
5.Select Web Page Data Type and inculde URL that contains more than 300 character.
6.Save the changes. Click on Open Document Option
