Symptoms
When attempting to enter time card,
the following error occurs.
ERROR

The expenditure type is not active on the expenditure item date
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle Time and Labor responsibility.
2. Navigate to Time > Create Timecard
3. Select a period on which time card need to be entered.
4. Enter time card
