On : 12.2.7 version, Bid/Quote creation
Create Surrogate Offer creation process is not able to find all vendors to create the surrogate quote offer for .
When users try to create a surrogate offer against a published negotiation, the 'Create Surrogate Offer: Select Supplier and Contact' page is unable to locate all vendors in the search.

The issue can be reproduced at will with the following steps:
1. Purchasing > Negotiations tab > Create and Publish a negotiation
2. Navigate to ‘Create a surrogate offer’ page for the solicitation
3. Search for vendor but Vendor is not displayed on the screen and "No Results Found" is displayed
Changes
Older versions of CLM required a user account/s to be created for each supplier contact against whom a surrogate offer was to be created. Oracle
made a change where this was no longer required. As a result, all dummy supplier user accounts were end dated which lead to the issue. As a workaround to
this issue, the end date can be removed and the supplier is retrieved.
