Rapidwiz Command Fails with "Fatal Error: TXK Install Service" during AP Tier Migration (Doc ID 2862674.1)

Symptoms

On R12.2.x, when running rapidwiz to migrate the AP Tier to Linux x86-64 platform by following below document, the following error occurs.

     Application Tier Platform Migration with Oracle E-Business Suite Release 12.2 (<Document 2048954.1>)
     7. Install the Application Tier Technology Stack using startCD 12.2.0.51. We recommend always using the latest startCD available. Refer to Section 1.2 of My Oracle Support Knowledge  <Document 1320300.1>, Oracle E-Business Suite Release Notes, Release 12.2.
         ...
         b. Run Rapid Install with the -techstack option. For example:
         $ cd /u01/StageR122/startCD/Disk1/rapidwiz
         $ ./rapidwiz -techstack
