ACTUAL BEHAVIOR
------------------------
worker order generated more than one PR when updating the job's status from cancelled to complete

Steps to reproduce
-------------------------
1. (R)Work in Process responsibility
2. (N)WIP > Discrete > Discrete jobs
3. Create and release OSP job
4. Perform partial receipt
5. Cancel the job.
6. Set the job to Complete status
7. New PR is created for entire job's quantity.
