Oracle Service Contract Subline Shows Doubled Price On The Contract After The Price is Adjusted (Doc ID 2863410.1)

Symptoms

On : 12.2.10 version

Since upgrading from 12.1.3 to 12.2.10 customer notices that in Oracle Service Contract, the sub line is getting incorrect price (doubled) on the contract after the price adjustment.

Customer has a modifier that is defined for Item with a price break on a service contract line and notices that the a price is getting pulled from the modifier incorrectly (and is now doubled) in rel 12.2.10
This worked previously in Rel 12.1.3

When attempting to open the modifier form the below message is received

OE_LOCK_ROW_ALREADY_LOCKED error

STEPS
-----------------------
1. The issue can be reproduced at will with the following steps:
2. Log in to Oracle Service contracts
3. Query the contract
4. Go to the contract lines
5. Add a new sub line to add a pricing adjustment
6.The price is incorrect on the line. It is not pulling the price form the modifier as it used to .
7.The modifier is defined for Item 1000393 with a price break .
8. If the QTY is between 40 and 45 the price is 270.02. But the contract is getting a unit price of 557.86 .
9. The price adjustment shows the price is coming from the modifier however with incorrect price.
10. We are not able to open the modifier we get the OE_LOCK_ROW_ALREADY_LOCKED error.
