How to Prevent Rejected Items From being Delivered in Enter Receiving Transactions Form?

On Enter Receiving Transactions Form (RCVTXERT), it is Possible to Deliver Rejected Items, not only Accepted Items.

Navigate to Receiving / Receiving Transactions Summary form ( RCVRCVRC )
Receipt Headers Summary shows for the same line Receive / Reject and Deliver Transaction type
in rcv_transactions
