AR Invoice Not Printing Line Description If Translated Language Field Is Empty (Doc ID 2863824.1)

When user changes the Item Description it removes the Translated Language field and doesn't print the line description on AR invoice.


The issue can be reproduced at will with the following steps:
1. Select the language of the session
2. Responsibility: Receivables responsibility
    Navigation: Transactions -> Transactions
3. Query a Transaction and make changes to the Item Description, which removes the Translated Language field.
