Symptoms
In EBS attachment form created new attachment of webpage data type by adding an link to the file from Internal drive.When document is accessed from attachment form below is the exception shown in attachment form
STEPS

The issue can be reproduced at will with the following steps:
1.Connect to EBS application
2.Navigate to System administrator responsibility -- Security -- Responsibility -- Define
3.Query any responsibility and click on attachments from menu
4.Create new entry of Web page data type.
5.In file or url field added entry in format FILE:// followed by local directory of file
6.Click on Open Document option after completing step 5
