PAAPIMPB: PRC: Interface Supplier Cost Exceptions do not Appear on the EXC: Transaction Exception Details Reports, Why? (Doc ID 2866380.1)

Goal

Neither of the EXC:  Transaction Exception Reports are finding items that fail processing and show P2P corruption records in the analyzer (EBS Projects Expenditure Processing Analyzer (Doc ID 2443481.1)) and ultimately in the P2P generic datafix reporting script (Critical Patches For Purchase-to-Pay (P2P) Functionality in Project Costing (Doc ID 1363661.1)), why?

The exception on the Audit Supplier Cost Report (output for the PRC:  Interface Supplier Cost process) is:

An ORACLE error has caused Transaction Import to abort
