On : 12.2.8 version, Transaction Entry
When attempting to cancel line associated to terminated Billing plan the following error is received
ERROR

Billing Plan cannot be terminated
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Responsibility : Oracle Order Management
2.Navigate to Sales order form
3.attempt to cancel line associated to terminated Billing plan via actions > cancel
4 Receive error
