MES Dispensing Touchscreen Not Reading From Device and Giving Error, "You have insufficient privileges for the current operation"

Symptoms
On : 12.2.8 version, Device Integration
When attempting to read the weight value from a scale on the Dispensing Touchscreen page, nothing happens when clicking on the 'Start Read' icon, and then when clicking on Red X or Green Checkbox,
the following error occurs.

You have insufficient privileges for the current operation. Please contact your System Administrator.
Using the regular (non-touchscreen) page, the ‘Read Measure’ button populates correctly, so it seems that the setup has been done correctly
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Touchscreen Dispensable Material (Dispensing Operator > Dispensing > Touchscreen Dispensable Material)
2. Select Dispense
3. Update all ‘Selection’ criteria. Click ‘Read Device’ icon next to Tare line:
4. 'Read Device’ screen opens
5. Click on ‘Start Read’ icon at the top of the form. Javascript:startDeviceRead() appears when hovering over icon.
No feedback in form happens. Device value is not pulled into the form.
6. Clicking on Red X or Green Checkbox returns to Material Dispense page with the error:
