Symptoms

While applying R12.2.10 patch 30399999 the patch is failing on file csfresp.ldt with the following error:

Dumping LDT file /u02/app/applmgr/r12/finint/fs1/EBSapps/appl/csf/12.0.0/patch/115/import/US/csfresp.ldt into FND_SEED_STAGE_ENTITY
Dumped the batch (FND_APPLICATION CSF , FND_RESPONSIBILITY CSF CSFW_WIRELESS ) into FND_SEED_STAGE_ENTITY
Uploading from staging tables
    Error loading seed data for FND_RESPONSIBILITY:  APPLICATION_SHORT_NAME = CSF, RESP_KEY = CSFW_WIRELESS_ADMIN,  ORA-00001: unique constraint (APPLSYS.FND_RESPONSIBILITY_U1) violated
