Content Management Data Download Files Containg Special Characters and Commas Fail (Doc ID 2867124.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When downloading data content from Descartes in GTM, the following issues are observed with content in the files being downloaded that cause the download to fail:

1. For downloading product classification data, there are special characters that may be present in the product classification notes files that causes inconsistency with the length of the notes

2. For downloading trade agreement data, there are commas that can be present in the name of some of the trade agreements that causes conflict with the delimiter used by GTM for the data content files.

Any of these conditions above cause the files to not be downloaded in GTM

EXPECTED BEHAVIOR
-----------------------
It is expected to be able to do a content management data download (i.e. from Descartes) successfully with no failures

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. In GTM, initiate a download from Descartes for either product classification data with special characters in the product classification notes or trade agreement data where the trade agreement name contains a comma
2. The data download of these files will fail due to the special characters and/or comma
