Create Accounting Program Did Not Generate Child Process Accounting Program

Symptoms
On : 12.2.4 version, Subledger Accounting
When attempting to run Create Accounting, it did not trigger Accounting Program. But Create Accounting program completes normal and contains following message in its log file-
“Technical warning : There are no events to process.
Accounting Program did not find any events.”
STEPS

The issue can be reproduced at will with the following steps:
1. OPM Financials Responsibility
2. Submit Create Accounting
3. View Log file
