Pricing Modifier Qualified by Pricing Agreement is Not Getting Applied in the Quoting Module (Doc ID 2868207.1)

Symptoms


ACTUAL BEHAVIOR
Find modifier which is setup with a list qualifier (header qualifier) In grouping number -1
for a specific pricing agreement, is not being applied.

EXPECTED BEHAVIOR
Expects modifier to be applied on quotes created with reference to this pricing agreement.

STEPS
The issue can be reproduced at will with the following steps:
1.Responsibility: Oracle Pricing Manager
   Navigate to: Modifier > Modifier Setup
   Query modifier
   --See that modifier has a list qualifier (aka header qualifier) setup for a pricing agreement.
2. As Quoting Responsibility, Query the quote associated to this pricing agreement
3. Select "Duplicate Quote" from Actions
    with at least the below options:
       Copy to same customer
       Copy All Lines
4. Click Apply
5. Find that the expected modifier is not getting applied to the quote

WHAT DOES WORK?
1. If we delete the qualifier on the modifier then the expected / correct modifier is getting applied.
 

NOTES
Uses pattern search engine
Has run QP: Maintains the denormalized data in QP Qualifiers
Has run QP: Pattern Upgrade wide open
Expected modifier has incompatibility processing(user level) = PRECEDENCE for pricing phase = List Line Adjustment ; It is also setup as exclusive.
Unexpected modifier is in pricing phase = List Line Adjustment ; It is also setup as exclusive.
