Ukraine Localizations: Apply Button On Cash Receipt Not Disabled When Prepayment Is Available On The Receipt (Doc ID 2868211.1)

Symptoms

ACTUAL BEHAVIOR
---------------
VAT on Prepayment functionality is not working as expected. Receipt should NOT be available to apply on Final Invoice. Prepayment should be matched with Final Invoice. 

EXPECTED BEHAVIOR

The Apply button on the Receipt form should be disabled when prepayment is available on the receipt.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to receivables responsibility > Transactions.
2. Create a Proforma Invoice.
3. Create an cash receipt from Advance Receipt.
4. Generate Prepayment Invoice from Actions > CLE: Create Prepayment Invoice.
5. Query the Cash receipt and see that the "Apply" button is still enabled
