After Site Hub Upgraded To 12. 2.10, Site Attribute Page LOV Contain No Values While Creating New Site (Doc ID 2868873.1)

Actual Behavior

When creating a new Site, on the Attributes tab the Entity lov is populated
but the Page lov is not populated (no values exist).  Expect to be able to
select the Attributes details during Site creation flow.

Once the Site is created, if then User goes to the Attributes tab, the Page
lov is populated as expected.

Steps

1. Site Management User (R) > Site Home
2. Click Sites tab, Create Site > New Site > Click Create (B)
   Populate the Site Purpose
   Purpose: Corporate Office Site
3. Click Continue (B)
   Attributes tab
   Entity is Site, but the Page lov is blank.  (THIS IS THE ISSUE)
   Page LOV: Expect to see values 
4. Click Finish (B)
5. Query for Site created, select Site number to open the Site
6. Click Attributes tab, Here the Page lov is populated with multiple Pages in LOV.

Changes

 Upgraded to 12.2.10
