Symptoms


ACTUAL BEHAVIOR
---------------

We are unable to pay commissions to the Resource that is hired in April
because we cannot enter a Quota for the Resource for that month



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Hired a new resource
2. Resource was added to comp plan and PE in April
3. Try to update Quota for April
4. The quota starts only in May and above
