Symptoms
When attempting to process an Unscheduled Paydown Request for a contract with a customer having a foreign address, the following errors are encountered:

OKL_QA_CHECK_ERROR (PROCESS_NAME=Check Rebook Payment Structure) (EXPLANATION=You can only modify payment frequency, structure or arrears option when the rebook effective date is equal to the contract line start date for XXXXX.)

Steps
1. Using the Lease Center responsibility.
2. Attempt to perform an Unscheduled Paydown Request (the customer refers to this as a Principal Paydown) on a Loan Contract.
3. Sometimes the process works, other times it does not.
