ACTUAL BEHAVIOR
While submitting sourcing negotiation for approval, not able to add adhoc approvers to the approval list.
On sourcing negotiation approval page, in the add adhoc approval section, the LOV to add new approvers is not loading as expected.

EXPECTED BEHAVIOR
Expected, users should be able to add adhoc approvers to the approval list in Sourcing Negotiation.

STEPS
1. Navigate to Sourcing Super User responsibility -> Sourcing Home page -> Negotiations.
2. Create a negotiation and submit for approval.
3. In the approvals page, attempt to modify the approval list by using the add adhoc approval option and attempt to add adhoc approvers, and they cannot be added.
