Ukraine CLE:Cash Receipt Order - The "Reassign" Option Not Working from Dialog Box (Doc ID 2869551.1)

Symptoms

When attempting to submit the  "CLE:Cash Receipt Order" process from Menu > Tools > Actions -> CLE: Print Cash Receipt Order,
the "Reassign" option from Dialog box is not showing LOV (list of values) that should contain reversed receipt, in the Receipt form.

Steps to reproduce the issue
---------------------------------

The issue can be reproduced at will with the following steps:
1. Go to Receivables Ukraine Responsibility
2. Navigate to Receipt > Create a new Receipt
3. Go to Menu > Tools > Actions -> Run CLE: Print Cash Receipt Order
4. Reverse the receipt created at step 2
5. Create a new Receipt
6. Go to Menu > Tools > Actions -> Run CLE: Print Cash Receipt Order > the Reassign option is not showing the LOV (list of values) that should contain reversed receipt
