PRC: Interface Supplier Costs Does Not Process Records When Run With No Project Number (Doc ID 2869800.1)

Symptoms

When running PRC: Interface Supplier Costs and not specifying a project number as a parameter value, no data is selected for processing.

The expectation is that when the process is submitted without a project number, specified transactions will interface to Projects.

When the process is submitted and the project number parameter is populated, data is processed.

Reproduction Steps:

1. > Projects responsibility > Other > Requests > Run.

2. Enter the process name, PRC: Interface Supplier Costs.  Do not enter any project numbers.
