PAXPREPR: When Adding a New Transaction Control, Error Occurs: 'This is a duplicate record' (Doc ID 2870150.1)

Symptoms

When trying to add a transaction control to a project, the following error occurs: 'This is a duplicate record'.
This transaction control is not displayed on the Project form but can be found when using the query below.

The below query will return transaction controls for the project that are not seen in the form.
The column SCHEDULED_EXP_ONLY is NULL for the transaction controls not showing in the form.

SELECT * FROM PA_TRANSACTION_CONTROLS WHERE 1 =1 AND Project_id = &project_id

 

Steps To Reproduce
-------------------------

  1. Log into a Projects responsibility
  2. Navigate to Projects
  3. Enter project Information
  4. Click Find
  5. Click Open
  6. In the Options section, scroll down to Transaction Controls
  7. Enter the new transaction control
  8. Save
  9. Get error message
