Symptoms
After upgrade from 12.1.3 to 12.2.x and fresh implementation of ECC, when attempting to run Incremental Load for Payables Command Center Data Load, the following error occurs in the Log file:
ERROR 1.o.e.i.u.s.i.DataLoadControllerServiceImpl - There is an error while trying to ingest data for this load rule AP_ECC_UTIL_PVT.GET_ECC_DATA_LOAD_INFO with dataset ap-period-close for job 13,611java.sql.SQLDataException: ORA-01843: not a valid month at oracle.jdbc.driver

Navigation: View> Requests>
Submit Payables Command Center Data Load for INCREMENTAL_LOAD
Check the Log file> Error occurs
