Error when Changing Successor Status from Active to Placed: You Can Change the Status of a Successor to Placed when the Plan is at the Completed Status Only (Doc ID 2871199.1)

When attempting to change successor status from "Active" to "Placed" on Manage Succession Plans page, even the plan status was change to "Completed", the following error occurs:

Row 1 Successor Status - You can change the status of a successor to Placed when the plan is at the Completed status only.

The issue can be reproduced at will with the following steps:

1. Using Succession Planing for Administrator responsibility
2. Navigate to Succession Planning
3. Go to Manage Plans tab
4. Search for a Plan > Click on Update option
5. Change Plan Status to "Completed" and then change successor status to "Placed"
6. Get error
