The LOV Of Supervisor Name In "Mass Change Main Appraiser" Process Is Not Return Any Employees

Symptoms
The LOV (List of Values) for Supervisor list in the "Mass Change Main Appraiser" process parameters or even in the search results of "New main appraiser" field does not show any employees.
Steps to reproduce:

The issue can be reproduced at will with the following steps:
1- Login as user to EBS application
2- Go to Responsibility HR Professional V4.0 >
3- Open Performance Management
4- Go to Batch Requests > Mass Change Main Appraiser
5- Search for the plan required
6- Go to main appraiser for any appraise and try to change or open the LOV
LOV is empty, and not be able to change the main appraiser.
When tried to change manually in the appraiser and press continue, you will get the following error:
The search results is a default view that displays only those records where the main appraiser in the worker's appraisal is different from the supervisor in the worker's assignment record.
To view appraisals with the correct main appraiser as well and to make further changes deselect the 'Search Appraisals with Different Main Appraisers Only' check box and search.
