Enterprise Command Center (ECC) Online Full Load Has Been Enabled But Still Cannot Access Specific Dashboards during the Full Load Run (Doc ID 2873024.1)

Symptoms

In Enterprise Command Center (ECC), even if Online Full Load is enabled, when a Full Load is run for specific Purchasing  dataset,
the following error occurs when accessing the dashboard during the load run:

400 Bad Request: "Can't query the collection po-supp-analysis now as it is being constructed."

Same issue exists for all Purchasing dashboards.

Steps to reproduce

1. Run the full load for data set po-supp-analysis
2. Go to Purchasing Responsibility > Procurement Command Center > Supplier Analysis
3. Users cannot use the dashboard in the same time when the load is running
