Payroll run request completed in error with below message in log file:

has occurred in table pyoiact at location 1578
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to HRMS Manager > Submit a Request
2. Run the request 'Payroll Run'
3. Check log for error message.
