Unable To Launch Resource Workbench Form "Unable to start the workbench" (Doc ID 2873081.1)

Goal

When attempting to launch Resource Workbench the system returns message:

Unable to start the workbench

In the java console (java client side log) we can see:

Exception in thread "AWT-EventQueue-2" java.lang.OutOfMemoryError: Java heap space

This is happening only for some of the users/machines (local computers) and only after adding a preference for a resource that has many job operations.
